Human Resources Strategy for Researchers

CELLS is committed to the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. In 2022, CELLS signed the Declaration of Commitment. With HR Strategy for Researchers CELLS wants to keep sustaining the best framework and environment for research excellence, maintaining and improving by adopting international best practices and high-quality standards.

The "HR Strategy for Researchers" supports research institutions and funding organisations in the implementation of the Charter & Code in their policies and practices. The concrete implementation of the Charter & Code by research institutions will render them more attractive to researchers looking for a new employer or for a host for their research project. Funding organisations implementing the Charter & Code principles will contribute to the attractiveness of their national research systems and to the attractiveness of the European Research Area more generally. The logo "HR Excellence in Research" will identify the institutions and organisations as providers and supporters of a stimulating and favourable working environment.

In order to ask for the HRS4R (Human Resources Strategy for Researchers) award, CELLS took a systematic and collaborative approach involving various stakeholders within the organization. This process was undertaken considering the institution's staffing, the regular reporting structure, and a diverse team of individuals with different levels of expertise and responsibilities.

To facilitate the HRS4R process, CELLS formed a working group consisting of six members. This group was carefully composed to ensure a broad range of perspectives and expertise. Among the members were individuals from various levels of scientific research to bring diverse experience and knowledge into the project. Human Resources was a key figure in the working group, playing a central role in coordinating the efforts. Additionally, two individuals who, while not primarily engaged in research, had significant interaction with scientists and a deep understanding of CELLS were included in the group. This multidisciplinary approach ensured that the HRS4R initiative considered the needs and perspectives of all stakeholders within the organization. The Management Board played a critical role in discussions related to HRS4R. The progress of the working group's activities, such as the gap analysis, was regularly reported to the Management Board. Decisions and agreements made during these discussions were considered and integrated into the HRS4R process.

Apart from that, a survey of the Gap analysis was carried out among all the staff of CELLS, researchers and non-researchers, which helped to enhanced that analysis and proposals.

Currently, the European Commission is expected to evaluate CELLS' action plan proposal to determine whether to grant it the HRS4R award or not.
